Scheme to lend short term relief with a view to providing long term solution through rehabilitation to ameliorate miseries of downtrodden section of society without any regional or religious bias.

EXECUTIVE SUMMARY

  • Mission Relief via Rehabilitation--a platform initially launched by AICMEU, JANSEVA AND ISLAMIC CHAMBER with doors open for all others to join in various capacities for achievement of objectives of Mission Relief via rehabilitation;
  • Mission aims at transforming Charity into Development with short term relief into long term solution through rehabilitation specially post Covid- 19 Lockdown affected section of society worstly without bias of any kind;
  • Affiliate local nog’s as channel partners (CP) to implement / execute the Mission Relief via Rehabilitation scheme at various places with defined role and responsibilities;
  • Organise ISVC (Indian social Volunteers for Change) across the country to expand volunteer base for assistance and execution of this Mission target and task to all other ongoing / incoming charity / welfare activities operating within the legal and ethical framework;
  • Fund mobilisation and disbursement ordinarily shall be through Banking accounts except rare cases where stakeholders do not have this facility;

2 - MISSION DETAILS

A - BACKGROUND

Due to COVID-19 which led to complete lockdown, the migrant labourers, small time business and micro level entrepreneur were adversely affected to an unprecedented level leading to almost zero earning in urban and rural areas. Still waiting ahead is the challenge of external migrants that will heighten the existing chaotic economic situation of the people facing starvation and hunger death. Large scale relief work by way of distribution of food packets and ration kits and even cash support has been and continue to be undertaken. With the limited resources AICMEU with support of sister organizations like JANSEVA and ICCI India and other well-wishers have supported around 2500 families in Mumbai and adjoining districts of THANE in Maharashtra by providing grocery kits as a short-term relief to affected lockdown sufferers. Pan India relief provided P and associate organisations accounts approximately one LAKH deliveries costing more than ONE CR However, for a long-term support to these sufferers, a sustainable solution was warranted due. MISSION CLARION CALL /JAAGO (joint action of associate group of organisations) has made a humble beginning for Relief cum Rehabilitation of these sufferers. Our goal is to take up the responsibility to transform charity into development by providing a support base through one-time grant followed by a regular follow up by a local team to let the sufferers stand on their own feet to meet their day to day expenses;

B - VISION

Removal of miseries of the citizens of the country adversely affected due to Post Covid 19 lockdown by engaging them back to their income generating activities making them economically self-sufficient adding to ongoing efforts to arrest slow down trend of the National Economy.

C - MISSION

Rehabilitate 25,000/- directly and indirectly post Covid 19 lockdown worstly affected individuals / families across the country by handholding through monetary and non-monetary relief and place them back to at least pre lockdown status of economic growth and development.

D - TARGET AND TASK

I-

1. Promote the habit of mutual help and cooperation among the people to hold hand of the underprivileged sections in their neighbourhood;
2. Provide financial assistance (Empowerment Loan /Qard e Hasnah) to 10,000/- persons/families directly @ approximately INR 10,000/- each for rehabilitation in their previous occupations;
3. Assist indirectly to additional 15000 jobless to get suitable jobs/ self- occupations through removable of information gap from employment market / self-occupation sector with linkage from public / private sector welfare schemes;
4. Arrange workshops /lectures for imparting essential knowledge and training to affected sections to become eligible for gainful occupation in various sectors with focus on youths and women for self-employment;
5. Formation of missionary teams and volunteers, at the ground level, which is scarcely available, to carry on SIMILAR missions like this launched by VO / NGO’s

1- Enrol beneficiaries as members of Janseva and or Islamic chamber;
2- Planned initially to establish 25 centres owned by PP and 25 more centres by CP (channel partners) to REHABILITATE 1000 persons / families in FY 2020-21 and followed by another 14000 targets set of year after year (FY 20-21 --24-35)
3- Promote ISVC (Indian social Volunteers for change) and enrol minimum 300 individuals and affiliate NGO’s to establish 300 PSC (public service centres) across the country;
4- Enrol all assistance seekers as members of Janseva ccs ltd and Islamic chamber to receive regular handholding in finance and business development in future;
5- Appoint a FOLLOW UP team to look after and assist the beneficiaries for compliance of condition of grant and thereby ensure the success of the Mission.

A- ROLE AND REPOSIBILITIES of P & PP

1- To make people aware about the importance of this Mission so as to increase wider participation at large scale fetching moral and material base;
2- To form a Central Management Committee (CMC) to monitor and manage the MISSION TASK in manners warranted from time to time;
3- To make special efforts to enrol PP-promoting partners subject to the condition of max 7 PP with minimum contribution of Rs 10 lakhs or more and SP with minimum contribution/ mobilisation of Rs one lakh or more as decided from time to time;
4- Appoint CP, their targets, area of operation and provide necessary training to undertake Mission in an organised manner;
5- Mobilise sufficient fund and give financial grant to CP-- the ground level working partners as per MOU;

B- ROLE AND REPOSIBILITIES of CP

a- Formally associate with PP, sign MOU and execute mission plan as mutually agreed and help in promotion of ISVC;
b- Receive and record identified list of applicants in a prescribed format, verify the genuineness and recommend to CMC for approval of grant as per MOU;
c- Educate beneficiaries about the mandatory conditions for exclusive use of grant nature of grant in purpose as EMPOWERMENT LOAN (Qard e Hasnah) and compulsory savings of @ 20 % of their daily earnings to enable them to repay refundable grant EDI/EMI and personal savings base for future self-sufficiency;
d- Enrol all beneficiaries as members of Janseva and Islamic Chamber so as to make them eligible for multiple Janseva finance facility and get regular guidance and training in areas of business promotion so as to scale up of their business;
e- Establish and manage PSC (Public service centre) to provide information, training and linkage with diverse schemes for the benefit / welfare of the people in the neighbourhood

EVC

a- To organise socially conscious people as group of EVC club ( esteemed volunteers for change) to strengthen and enhance the multiple role of Voluntary sector in the society;
b- To educate people, make them aware of their social commitment and its compliance as essential tool for a peaceful collective living (FALAHI)
c- To pay non-monetary group membership fees in kind -- ONE HOUR PER DAY towards the service of people in need of support of helping hands;
d- To promote human values of BEING HUMAN in addressing all issues and problems in and around society we live in without bias of any kind;
e- To participate in promotion and management of Community Development Centre (CDC) to provide facilities/services of utility nature more particularly opportunities of skill development for gainful employment and self-employment;

FUND MOBILISATION

a- PP --- as major contributor say min 50% of the annual budget. It will approach and mobilise required fund from the contributions of new promoting partners, CSR contributions, public and private sector national and global charity agencies;
b- Janseva as PP – shall advance grant to the beneficiaries as directed by PP /CP as Economic Empowerment grant. Accordingly, it will receive back the same in form of donations from beneficiaries to be deposited in RRFD (rehabilitation revolving fund deposit). The same shall be ploughed back for future grant decided by CMC;
c- STAR PARTNERS -- PP will approach to the well-wishers to help mobilise/donate INR ONE LAKH per annum or more as per their convenience;
d- INDIVUSAL DONORS - PP will approach individuals and accept general or designated contribution minimum INR Rs 10,000/- per person or more as sadqa e Janiya
e- CROWD FUNDING --- general public contribution of any amount INR minim 1000/- and above. as lump sum or monthly basis;

FUND RECEIPT AND TRANSFER

All funds mobilised shall be routed and rerouted through Bank Account of AICMEU’s, which is a registered public trust with tax exemption facility of 12 A and 80 G under income tax act and FCRA permission from government of India to receive FOREIGN DONATIONS.

FUND USES

  • Exclusively for REHABILITATION GRANT by way of EMPOWERMENT LOAN /Qard e Hasnah to the eligible applicants on the following criteria;
  • Have a min one-year business experience and or business temperament;
  • Formally join Janseva and ICCII and attend business development seminars/ workshops and skill development training arranged from time to time;
  • Promise to use this grant for resumption /restarting the business activity as a full-time occupation and save min 20% of daily earning and deposit the same in RRFD and their own account in Janseva for their future financial stability;
  • Promise to attend monthly networking meeting for mutual help and cooperation;
  • As an exception fund may be used for business start-ups.

Participatory approach

  • PP will appoint a CMC (central management committee) for formulations of policies for fund mobilisation and its use, and approvals monitoring, management, appointment of CP / individual facilitators and attend to resolve any other issues arising from time to time;
  • CP /PP shall appoint LMC (local managing committee comprised of any number but inclusive of one each from Janseva and ICCII) to plan, to monitor and manage ground level mission task as per MOU;
  • CP/PP shall appoint Follow Up Team of Volunteers for regular monitoring of the beneficiaries during post grant period so as enable them comply with rules and regulations / conditions of grant;
  • CP shall submit quarterly report including follow up action with utilisation certificate from a chartered accountant preferably Quarterly but necessarily annual report to be published and onward submission to the donors and concerned public officials
  • PP and CP together will undertake measures for promotion of VOLUNTEERISM / formation of EVC;

IMPACT

  • Increased level of gainful occupation to post Cobid-19 lockdown affected 25000 jobless / poor citizens removing their poverty and unemployment;
  • Increase in philanthropy for Hand holding /caretaking for poor and disable neighbours out of spirit of social commitment causing social development;
  • Arrest and stop the declining trend in country’s GDP/National Economy as a result of accelerated demand for goods and services due to widely distributed multiple income growth;
  • Increased role of voluntary sector as facilitators in implementing at ground level general welfare schemes floated by private,/ corporate and public sector;
